Monday, February 26, 2024 ((rezonodwes.com))-Haiti’s de facto Prime Minister, Dr. Ariel Henry, is preparing for an « official » visit to Kenya, according to a press release issued by the Primature, shortly after his departure for Georgetown, Guyana.

Although the precise date of his arrival in Nairobi has not been confirmed, he is expected to go there after his participation in the 46th meeting of CARICOM leaders, as the one and only illegitimate leader decried by the Haitian population. This visit, we quote the Primature, is of particular importance, as it aims to formalize agreements for the deployment of Kenyan troops in Haiti.

« The visit will be official », says the Prime Minister’s Office, underlining the importance of the forthcoming discussions between the two countries. However, this raises questions about the usual diplomatic protocol observed by Kenya when hosting foreign heads of state.

Traditionally, when a foreign head of state visits Kenya, he or she is greeted by a 21-gun military salute, followed by inspection of the guard of honor and signing of the guest book, among other protocol formalities. However, given Dr. Ariel Henry’s current status as de facto Prime Minister and not constitutionally legitimate President of Haiti, it remains to be seen whether he will benefit from the same protocol.

Another concern raised by this visit is the question of Dr. Ariel Henry’s authority to sign agreements on behalf of Haiti. Given that he has neither a legitimate constitutional mandate nor the official position of President of the Republic, it is pertinent to ask how such agreements will be ratified and implemented in the absence of the requisite parliamentary approval.

The Haitian people are now facing their destiny », stresses MOPOD, to avoid the imposition of a new form of dictatorship, with the police as the regime’s armed wing.
