A dossier of the preliminary agreements signed by former Prime Minister Ariel Henry or any other party/entity acting directly or indirectly as a delegate, sponsor, agent, or minister of Mr. Henry or the Haitian State, in the context of resolving this crisis.

Prof. Berg P. HYACINTHE,
Ph.D. Expert in Peace, Security, and Defense

About the author: Prof. Berg supervised a doctoral thesis in France on how to improve Haitian-Dominican relations (https://www.theses.fr/2016TOU10044), establishing proven academic authority in discussing highly complex international relations and crises (www.interstellium.space/expertise).

Haiti is under assault by the Biden Administration, and our response commences today. We shall take measures to thwart, by any means necessary, all endeavors to imperil democracy in Haiti, to appropriate our rare earth minerals, to manipulate armed factions, to subject our children to sexual assault, to perpetrate sexual violence against our girls in the presence of their parents, and to establish espionage networks aimed at the annihilation of our nation.

In the specific context of UN Resolution 2699: the passage of UN resolutions that encourage invaders to procreate and abandon children as additional burdens on an impoverished state, or to propagate deadly diseases without any provisions for reparations (e.g., Cholera).

Mr. Ariel Henry’s participation in the March 11, 2024 CARICOM meeting represents the latest act of desperation, violating U.S. law (e.g., Title 22, § 22–1404, Code of the District of Columbia) and CARICOM’s communication, done knowingly, intentionally, and after explicit written warnings: a desperate endeavor to conceal prior involvement in or incitement to impersonate a public official or minister (implicating both the current CARICOM president and Biden administration officials).

Primarily, a cohort of scientists and intellectuals from the Haitian diaspora is offering exceedingly sophisticated intelligence analysis to their compatriots. The group (« Dessalinet ») is spearheaded by Dr. Berg P. HYACINTHE and comprises members situated in New York, Boston, Miami, Montreal, Paris, Geneva, Port-au-Prince, Santo Domingo, Santiago de Chile, and Rio de Janeiro.

If officials of the Biden administration dedicated a mere fraction of their time to comprehend 1/1000 percent of the Israeli-Palestinian conflict; 1/10,000 percent of the Ukraine-Russia conflict; or 1/1000,000 percent of the North Korean Peninsula conflict, they would realize that any meaningful discourse on peace and security across a border necessitates the inclusion of both sides. The omission of the Dominican factor was a grievous oversight in the design of the Kenyan plan, where financial considerations eclipsed geopolitical sagacity, leading to dire repercussions.

There existed no necessity for Mr. Henry to utter, inscribe, or undertake any action: the Biden administration is cognizant of this; heads of State within CARICOM are cognizant of this; and the Haitian negotiators, who fell prey to the fictitious deployment of an imaginary multinational force, were also aware that Ariel Henry’s endorsement or involvement was superfluous. As brethren and sisters of Haiti, we caution Haitian negotiators against complying with unlawful directives from the Biden administration and its inept proxies within CARICOM.

Should CARICOM lack a singular leader possessing the acumen to ascertain that Kenya had rescinded its offer (through their intelligence apparatus) or comprehend the fundamental concept of the expiration of UN resolution 2699, then this Caribbean entity lacks the competence required to navigate this intricate crisis in Haiti. They should emulate Kenya and glean lessons from their errors.

In its preliminary elucidation (National Transitional Council versus Jamaica Presidential College), the group advises Haitian stakeholders within this clumsily established « Presidential College » that:

  1. The nomenclature should be revised to eschew the diminishment of this entity’s authority by the term « College. » The appellation « Council » is resolute, with precise and recent allusions in the resolution of conflicts of this nature in Haiti.
  2. The paradigm must be reconfigured as armed factions cannot be pacified, and general elections are not feasible in the current milieu of fictitious and impractical « collegiality. » The notion of a « College » is incongruous with the mission or the prevailing circumstances.
  3. The NEHRO report tendered to the United Nations explicitly recommended against direct involvement of political parties in the negotiations. Political entities are being manipulated to foment further chaos: a malevolent act of retribution by the architects of Kenya’s failed stratagem.
  4. The ensuing documents must be promptly furnished by the Biden administration:
    a. A dossier of the preliminary agreements signed by former Prime Minister Ariel Henry or any other party/entity acting directly or indirectly as a delegate, sponsor, agent, or minister of Mr. Henry or the Haitian State, in the context of resolving this crisis.
    b. A copy of UN Resolution 2699 (sanctioning the deployment of foreign troops to Haiti). c. A copy of the latest report, presently under review by the United Nations High Commissioner for Human Rights, Mr. Volker TÜRK.
    d. A dossier of the security pact concluded between the United States and Haiti, accompanied by a concise report on the mysterious demise of Chief Inspector Walter Nyamato Nyankieya in Washington, DC on February 13, 2024.
    e. A copy of the agreement executed with Canada pertaining to the Haitian National Police (HNP), delineating the commitments and responsibilities of the contracting parties (Haiti and Canada).
    f. A comprehensive report, followed by a briefing by (1) the Senior Staff of the Afro-American Armed Forces; (2) the High Command of the HNP.

In response to the multinational mission proposal devised by Messrs. Ariel Henry and William Ruto, your contingency security strategy should encompass the engagement of a highly qualified private security firm, repudiating a veiled invasion/colonial intervention (the proposed private enterprise must operate under the direct auspices of the General and Commander-in-Chief of the legally sanctioned Haitian armed forces, in consonance with the spirit of the Haitian Constitution [in whichever iteration is deemed pertinent: a document that necessitates submission]). It is imperative to acknowledge that more nations would be inclined to aid the Haitian populace today, having rebuffed the indecent proposal aimed at deploying foreign troops to bolster Ariel Henry’s regime. We necessitate a fresh resolution; as we shall have more partners willing to extend assistance.

In summation, Haitian brethren and sisters, armed with these three instruments (a Strategic Intelligence Cell; The Law as your guiding principle; an Active and Accountable Communication Team), you may utilize the enumerated documents to make judicious and informed decisions in the best interest of the Haitian populace. Contrary to a lost cause, this crisis presents an unparalleled opportunity to restore the radiance of the Pearl of the Caribbean: Ayiti Chérie!

Nota Bene: The seriousness of the Biden administration officials concerning this crisis will become apparent once they reckon with the « Dominican factor. » I implore them to scrutinize the Ukraine-Russia; Israel-Palestine; North-South Korea dynamics and concede their « geographical » oversight: cross-border adversaries are antithetical. I voiced this sentiment before Putin, and it shall perpetually hold true.
