Mercy Corps is seeking a Chief of Party (COP) to lead the implementation of a five-year USAID Resilience Food Security Activity (RFSA) for Haiti. The Activity will contribute to food and nutrition security for households and communities in four targeted departments. This goal will be achieved through enhanced sustainable management of natural resources; increased consumption and utilization of safe and nutritious foods; and profitable livelihoods.
General Position Summary
The Chief of Party will provide overall leadership, management and strategic vision to the implementation of a multi-year USAID Resilience Food Security Activity. S/he will manage staff, resources and partnerships to ensure that the Activity meets its targets and deliverables on-time and within budget. The COP will supervise Activity staff and ensure accountability to Mercy Corps’ policies and donor rules and regulations. S/he will be the primary representative to donors, relevant government entities, partners, other implementers and external stakeholders for this Activity.
Essential Job Responsibilities
Strategy & Vision
- Provide leadership and strategic vision in all aspects of Activity implementation, development and management. Ensure that Activity implementation is responsive to communities, and aligned with Mercy Corps’ principles, values and strategic plan.
- Outline and maintain a strategic plan for the implementation of program activities, including finalizing target areas/interventions, methods of operation and means of evaluation.
Program Management
- Oversee Activity start-up and ongoing program management and administration of teams across various country locations.
- Lead the development of detailed implementation plans, flowing from annual strategic work-plans, and ensure program implementation is on time, target and budget, using effective M&E systems and adaptive management principles to reach desired impacts.
- Provide managerial and programmatic oversight to partners and sub-grantees.
- Document processes and achievements to ensure impact and best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
- Create and follow effective stakeholder engagement plans, ensuring sound and proactive communications with Mercy Corps Haiti, headquarters, USAID, Government of Haiti authorities, partner organizations and colleague agencies.
- Ensure integration of community approaches, gender sensitivity and capacity building into all activities as appropriate.
Human Resources, Safeguarding and Diversity
- Support Mercy Corps’ global and regional initiatives for human resources, including safeguarding and diversity, and talent development.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Manage and help with the recruitment, orientation, professional development and ongoing training of staff to ensure they are of the quality and technical capacity necessary to ensure the successful implementation of activities.
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
Finance, Compliance & Risk Management
- In collaboration with the country program’s operations and finance departments, ensure proper financial management, procurement, administration, human resources and logistics needs of the Activity are conducted within Mercy Corps’ policy and with the maximum benefit to the RFSA.
- Monitor adherence to grant agreement, Mercy Corps’ policies and procedures and relevant external rules and regulations, including those of the Government of Haiti.
- Collaborate with country leadership to support preparedness and response to major disruptive events.
Influence & Representation
- Represent Mercy Corps at government, donor, NGO and other relevant events, in close coordination with the Country Director.
- Ensure close coordination and information sharing with consortium partners, sub-grantees, local government and other implementers, as well as with other Mercy Corps programs.
- Establish and maintain relationships with communities, partners and local government.
Security
- Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
- Ensure that the Activity is implemented with a clear analysis and understanding of security.
Supervisory Responsibility
National and international team members working on the program, as well as partnerships with international and national organizations. The number of direct and indirect reports is to be determined.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Knowledge and Experience / Qualification and Transferable Skills
- MA/S or equivalent experience in development studies, international relations, agriculture, nutrition, public health, business administration or other relevant field.
- At least 10 years of relevant development experience with positions of progressively greater responsibilities, at least five years of which must be based in country programs.
- At least five years in a senior management role is required with experience managing integrated, multi-sectoral programs of a similar size and scope; management of USAID Activity(ies), especially a Development Food Security Activity strongly preferred. Preference for experience with projects addressing resilience, agriculture, natural resources management, agribusiness, peacebuilding and conflict management.
- Must demonstrate expertise in food and nutrition security.
- Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations and partners. Experience with consortium management is preferred.
- Understanding of and demonstrated commitment to the importance of gender and youth dynamics in food security programming and within staff and management of the activity.
- Experience managing programmatic and financial reporting requirements.
- Understanding and knowledge of USAID regulations and program administration, management, and reporting procedures and systems is preferred.
- Prior experience working in Latin America and/or the Caribbean. Should have substantial humanitarian and/or development experience working in Haiti.
- Excellent verbal and written communication skills in English and French. Fluency or proficiency in Creole is an advantage.
- Strong computer literacy with a full knowledge of office applications.

The position is based in Port-au-Prince, Haiti, with regular travel (up to 40%) to implementation areas as the security situation allows. This is an accompanied position, with individual housing. There is regular access to electricity and water, though there are occasional electrical outages. Access to quality health care is limited. There are a number of clinics in town, but serious illnesses will require evacuation. Internet is limited, but available in Mercy Corps offices. There is reasonable access to most consumer goods in Port-au-Prince.

General Position Summary
The Gender, Youth and Social Dynamics Lead will oversee the work of addressing social dimensions of food security and community resilience across all RFSA components. S/he will be responsible for leading the implementation of gender, youth and social dynamics integration strategies aimed at ensuring that program activities result in positive outcomes for male and female participants of different age groups. S/he will have overall responsibility for building team members’ and partners’ capacity to integrate a GYSD perspective into activities, and raising awareness of the importance of GYSD integration. The GYSD Lead will work closely with other team members to ensure the effective and timely execution of activities related to gender and age-based access to opportunities. During the first year of the program, in alignment with Mercy Corps’ best practices and USAID requirements, the GYSD Lead will conduct a gender analysis to inform and guide program implementation and to ensure that men, women, girls and boys have equitable opportunities to engage in and benefit from program activities. S/he will promote innovative initiatives for inclusiveness in conformity with the donor and Mercy Corps’ gender policy.
Essential Job Responsibilities
Strategy & Vision
- Organize and conduct the donor-required gender analysis during the first year of the Activity and serve as the lead for any program-related youth or social dynamics assessments.
- Work closely with sector leads/program managers in integrating the findings from the gender assessment into the Activity’s work plan and milestones.
- Conduct gender-based violence risk analysis and incorporate findings into the program implementation plan.
- Develop GYSD integration strategies, oversee the implementation of these strategies in collaboration with the program team and adapt and improve them as needed.
- Coordinate closely, work with and support managers and partners to promote GYSD integration.
- Work closely with the relevant team members to develop strategies for encouraging youth participation and leadership in project activities and community decision making.
- Work closely with the M&E team on GYSD integration and analysis tools. Also with the M&E team, provide technical backstopping in the collection and use of sex-disaggregated statistical data, gender-sensitive approaches and gender analysis for development of engendered reporting across the program objectives. Make recommendations based on assessment findings and regular monitoring to inform program strategies to better meet the needs of the program participants.
- Contribute to any research conducted in the program to ensure GYS dynamics are fully represented.
- Work closely with the Human Resources team to ensure GYSD accountability is incorporated into the position descriptions of team members.
Program Management
- Develop targeted GYSD capacity building interventions to promote integration with program staff.
- Support program team in the development and delivery of training and capacity building on key gender, youth and social dynamics topics to project participants.
- Identify and reach out to community partners to create youth programming opportunities and support program team in implementing activities that engage youth.
- Document processes and achievements to ensure impact and best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
Influence & Representation
- Develop relationships and linkages with organizations implementing other donor-funded programs focused on GYSD in Haiti.
- Conduct regular community consultations to ensure programming remains GYSD sensitive and on-track.
- Collect and share learnings and best practices from this program both internally and externally.
- Identify, build and manage collaborative partnerships with consortium partners, donor, local governments and other stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.

There are a number of clinics in town, but serious illnesses will require evacuation. Internet is limited, but available in Mercy Corps offices. There is reasonable access to most consumer goods in Port-au-Prince.

Sous la supervision du Responsable des Opérations, L’Assistant-e Administratif-ve s’occupe principalement de maintenir une bonne gestion administrative de la structure où elle exerce. Il-elle contribue à la bonne gestion de l’institution et est responsable de la bonne organisation interne et de la réalisation des tâches administratives qui lui sont confiées.

• Être l’interlocuteur-trice direct vis‐à‐vis des tiers concernant le parc roulant : Concessionnaires, garages, fournisseurs de carburant,
• Assurer l’harmonisation et le contrôle de l’utilisation des matériels et équipements
• Servir de contact pour les fournisseurs et prestataires de service
• Superviser le personnel de soutien

Qualifications :
• Avoir Trois (3) années d’expérience dans un poste similaire
• Connaissance des Droits des Personnes Handicapées
• Etre sensibilisé-e sur la non-discrimination, l’inclusion et la diversité
• Maîtrise de logiciels (tableurs, traitement de texte…) et d’outils informatiques (Word, Excel, PowerPoint…)

Objectif du poste
Sous la supervision du Chargé de Programme, l’Officier (ère) de communication et de capitalisation des expériences est responsable des aspects de gestion des connaissances et de communication du programme de HELVETAS en Haïti. Il (elle) doit supporter les projets dans le processus de documentation (rendre les expériences disponibles) et de capitalisation (analyses et apprentissages d’expérience), les projets dans la finalisation et l’édition de guides, manuels et assister le programme dans ses différentes activités stratégiques, transversales et opérationnelles.
Principales responsabilités
1. Communication et Gestion de connaissances
L’Officier (ère) de Communication et de Capitalisation des expériences est chargé (e) de la :
• Facilitation et animation d’atelier de capitalisation d’expérience, identification des thèmes,
des leçons apprises et des bonnes pratiques ;
• Conception/rédaction/édition de documents de capitalisations ;
• Synthétisation, en appui aux équipes, de guides et de manuels issus des projets et en
assurer l’édition ;
• Production, directement ou en supervision de prestataires, de contenu multimédia (documents, vidéos, contenu web) présentant les projets ;
• Rédaction de TdR, contractualisation et suivi de prestataires externes venant au besoin en appui la production des documents et matériels multimédia ne pouvant être rédigé/produit/édités par l’officier (ère) de communication et de capitalisation d’expériences.
• Alimentation des missions de suivi-évaluation interne et externe sur les thématiques et projets concernés (rapportage sociale si nécessaires) ;
• Alimentation périodique des sites internet et intranet du programme en Haïti et des sections spécifiques aux différents programmes ;
• Mise en place, le cas échéant, de sites internet spécifiques aux différents programmes en collaboration avec les responsables de communication des parties prenantes de ces programmes ;
• Organisation de l’acquisition de matériels multimédia (photos, vidéos, sons) sur les projets, ainsi que de leur traitement, publication et archivage.
• Assurer la liaison avec les responsables de communications des parties prenantes des programmes (bailleurs et institutions partenaires).
2. Support à la direction de programme
Il (elle) doit assister le :
• Développement du programme : acquisition, conception de dossier candidature, concept note et documents de projet ;
• Recherche de synergie et complémentarité : planification, facilitation et animation
d’ateliers programmatique, thématiques et transversaux ;
• Elaboration des Termes de Références et/ou spécifications techniques,
• Mise en place d’outils de suivi, soutien à l’organisation des activités d’opération,
rencontres et visites périodiques, rapportage ;
• Rapportage annuel du programme et de l’analyse des rapports des projets ;
• Représentation de HELVETAS, sur demande, dans des réseaux thématiques ou groupe de travail.
Profil recherché
1. Qualifications et Expériences
• Diplôme universitaire (niveau maitrise un plus) en science sociales, sciences humaines, communication, journalisme, sciences de la terre ou autres disciplines connexes ;
• Avoir au moins 3 ans d’expérience professionnelle dans la communication, documentation et la capitalisation d’expériences dans le domaine de la coopération au
développement ;
• Compétences reconnues en matière de rédaction, conception, édition de supports d’information et de communication ;
• Expérience démontrée d’animation et de facilitation de groupes et de processus collaboratif ;
• Excellente maitrise des outils informatiques standards (Excel, Word, Power Point) ;
• Maitrise d’outils avancés d’édition de texte et d’images (suite Adobe) un plus ;
• Connaissances sur la gestion de sites internet établis (alimentation, mises à jour, mise en place de nouvelles sections, etc.) :
• Connaissance souhaitable dans la gestion des outils médiatiques (photographie, vidéos, etc.)
